" \n Ghana's 15.4% fiscal deficit an outlier among SSA countries - Ato Forson \n \n\n \n Ranking Member of the Finance Committee in Parliament, Cassiel Ato Forson ,\u00a0has said the recorded fiscal deficit of 15.4 percent at end-2020 is a complete outlier when compared to other countries in the sub-saharan region. \n \n\n \n Making the assertion at a\u00a0 policy dialogue forum on Ghana\u2019s economy held by the Minority in Parliament \u00a0on Monday, July 26, the\u00a0 former Deputy Finance Minister , indicated that government cannot continue to justify and attribute the high fiscal deficit incurred last year to Covid-19 related expenditures. \n \n\n \n Comparing Ghana's fiscal deficit for end-2020 to 22 African countries , the Ranking Member observed that Ghana's fiscal deficit was almost thrice the recorded average fiscal deficit of countries in the sub region. \n \n\n \n \"We are not the only country that saw covid, we have neighbours like the Ivory Coast, Nigeria, Togo and a lot more of countries in the sub region that saw covid. So if government continues to hid behind Covid, then lets see what other countries in the sub region had in terms of fiscal deficit.\" \n \n\n \n \"Nigeria did 4.1 percent, Kenya did 8.4 percent, Ivory did 5.9 percent, and so why is Ghana a complete outlier? Or is it because of elections because that might be the answer,\" he remarked. \n \n\n \n Speaking further at the policy dialogue, the former Deputy Finance Minister called on government to account for the recorded 15.6 percent fiscal deficit. \n \n\n \n Must Read: Impact of Covid-19 on real sectors of the economy in charts \n \n\n \n \"Colleagues, we have a responsibility to get government to account for the almost 16 percent fiscal deficit, I have seen the auditor general doing some work on a report on why that's so and when that report is ready, lets all peruse the report and make government account for it,\" he added. \n \n\n \n Recorded fiscal deficit for end-2020 according to the Finance Ministry was 11.4 percent - including energy sector and bailout costs, the deficit increases to 15.4 percent. \n \n\n \n The Ministry has often times blamed the high deficit to the fiscal impact of the Covid pandemic which resulted in a significant fall in revenue streams and increased government expenditures. \n \n\n \n According to government, the fiscal impact of the Coivd pandemic was some Ghs 25.2 billion (6.5% of GDP). \n \n\n \n Meanwhile, the Ranking Member has also made a bold prediction asserting that Ghana in the next 18 months will default on its\u00a0 debt service obligations to creditors . \n \n\n \n According to the Ranking Member, Ghana\u2019s inability to meet its debt service obligations by February 2023, will be inevitable should government continue to disregard advice and not take advantage of the\u00a0 Debt Service Suspension Initiative (DSSI)\u00a0 instituted by the Group of 20 (G20) and supported by the International Monetary Fund and the World Bank. \n \n\n \n He noted that given the country\u2019s inability to\u00a0 raise enough tax revenues to service existing debt obligations \u00a0coupled with \u00a0increasing debt accumulation , Ghana will default on its debt obligations which will plunge the country into a deeper economic crisis. \n \n\n \n He therefore urged government to apply for the DSSI. \n \n\n \n The DSSI is a policy that allows bilateral and multilateral creditors, in a limited period, suspend debt service payments for developing and lower-middle-income countries. \n \n\n \n It is also to help countries concentrate their resources on fighting the pandemic and safeguarding the lives and livelihoods of millions of the most vulnerable people. \n \n\n \n Presently, about\u00a0 30 Sub Saharan African nations \u00a0including Kenya, Ivory Coast, Togo and Ethiopia are on the programme giving them some temporary suspension of debt-service payments owed to their official creditors. \n \n\n \n Presently, Ghana\u2019s total debt stock stands at Ghs 332 billion representing 76.4 percent of Gross Domestic Product (GDP) and is expected to hit 85.5 percent in 2026. \n "
