" Kosmos Energy Commits $2 Billion Investment to Boost Ghana\u2019s Upstream Petroleum Sector \r\n US-based oil and gas company, Kosmos Energy, is set to inject $2.0 billion into its upstream operations in Ghana, a move expected to significantly bolster the country\u2019s petroleum sector and attract renewed investor interest. \r\n The announcement was made by Ghana\u2019s Minister of Energy and Green Transition, John Jinapor, at the 2025 Africa Energy Forum (AEF) held during the Offshore Technology Conference (OTC) in Houston, Texas, United States. \r\n Speaking at the forum, Mr Jinapor noted that the substantial investment by Kosmos Energy signals a new chapter in Ghana\u2019s energy narrative\u2014one marked by transparency, collaboration, and opportunities for growth. \r\n \u201cGhana is entering a new era\u2014one defined by stability, predictability, and strong government support. We want investors to know: Ghana is open for business,\u201d he asserted. \r\n The Minister disclosed that government is currently undertaking a comprehensive review of Ghana\u2019s upstream fiscal regime, aimed at enhancing competitiveness and providing greater regulatory clarity for industry players. \r\n \u201cThe upstream policy framework is under review. We are ready to work with both domestic and international partners to shape the future of our energy sector,\u201d Mr Jinapor added, urging stakeholders to actively participate in the upcoming reforms. \r\n He further underscored government\u2019s commitment to positioning Ghana as a reliable and investor-friendly destination, with a renewed focus on sustainable investment and infrastructure development in the energy sector. \r\n \u201cGhana is the right place to do business. With a new administration focused on overhauling systems and implementing bold fiscal and regulatory reforms, we are open and ready for investment,\u201d he reiterated. \r\n Highlighting Ghana\u2019s pivotal role in West Africa\u2019s energy landscape, the Minister said the country remains committed to expanding energy production and supplying reliable power to neighbouring countries including Benin, Togo, C\u00f4te d\u2019Ivoire, and Burkina Faso. \r\n \u201cThe prospects are already becoming evident. We are determined to reverse the trend and scale up production. Ghana remains a pivot for energy security in the West African sub-region,\u201d he said. \r\n The forum brought together key energy stakeholders including Nigeria\u2019s Minister of Petroleum Resources (Oil), Heineken Lokpobiri; Chief Executive Officer of the Petroleum Commission, Emeafa Hardcastle; CEO of Ghana National Gas Company, Judith Blay; Senior Vice President and Head of Ghana Business Unit at Kosmos Energy HC, Nana Joe Mensah; and CEO of the Ghana Investment Promotion Centre (GIPC), Simon Madjie.
