  • BoG Governor Warns Weak Authentication Is Raising Fraud Risk in Digital Finance

Governor of the Bank of Ghana, Dr Johnson Pandit Asiama, has warned that weak authentication systems in digital financial services are increasing fraud risk, weakening credit quality and undermining trust in the sector.

Speaking at the 3i Africa Summit 2026 on Wednesday, May 6, on the theme “Innovation, Investment and Impact in Africa’s Fintech Ecosystem,” Dr Asiama said the next phase of digital finance growth in Africa must be anchored not only in innovation, but also in stronger regulatory infrastructure, better identity systems and more reliable Know Your Customer frameworks.

According to him, the work ahead goes beyond passing laws, issuing guidelines or publishing regulatory frameworks. What is required, he said, is a practical system that gives market participants confidence that regulatory processes are clear, submissions can be tracked and decisions are delivered in a timely manner.

The Governor said confidence in digital finance will depend heavily on whether regulators and industry players can strengthen the foundations of trust in the ecosystem.

“Weak authentication increases fraud risk, it affects credit quality, and it undermines trust in digital financial services,” Dr Asiama cautioned.

His remarks come at a time when mobile money, digital lending, payments, remittances and fintech-led services are expanding rapidly across Africa. While the growth has widened access to finance, it has also exposed gaps in identity verification, data quality, fraud detection, customer protection and institutional coordination.

For the Bank of Ghana, the message is that innovation cannot be separated from trust. As more financial services move onto digital channels, weak identity systems can create openings for impersonation, loan fraud, unauthorised transactions and poor credit assessment.

Dr Asiama said the next phase of fintech development must therefore focus on stronger coordination among institutions, improved data quality and more robust digital identity infrastructure.

Such systems, he suggested, are critical not only for fraud prevention, but also for responsible lending. Where authentication is weak and customer data is unreliable, financial institutions face higher credit risk, and consumers may be exposed to predatory or poorly assessed lending decisions.

The Governor also called for greater support for indigenous fintech firms, arguing that Africa’s digital finance sector must not only grow, but also mature.

“We must also focus on the development of indigenous firms,” he said.

He said strong local fintech companies need access to capital, partnerships and infrastructure to scale sustainably and compete in a market increasingly shaped by global platforms, cross-border payments and digital financial innovation.

The call for indigenous fintech development reflects a broader policy concern: Africa must not merely consume digital financial technologies built elsewhere. It must build firms capable of solving local problems, creating jobs, protecting data and deepening financial inclusion on African terms.

Dr Asiama’s intervention also points to the balancing act facing regulators. If rules are too rigid, innovation could be constrained. But if authentication, KYC and regulatory infrastructure remain weak, fraud and consumer harm could erode confidence in the entire ecosystem.

For Ghana, the fintech sector has become central to financial inclusion, domestic payments, digital credit and small business transactions. But its continued expansion will depend on whether users, banks, fintechs and regulators can trust the systems that sit behind every transaction.

The Governor’s message was therefore clear: Africa’s fintech future will not be secured by innovation alone. It will be secured by trust, identity, data quality, institutional coordination and strong local firms capable of scaling responsibly.
