PHDC Signs GHS 300m Agreement to Accelerate Phase One of Petroleum Hub
Ghana’s Petroleum Hub project has received fresh momentum following the signing of a GH¢300 million Memorandum of Understanding (MoU) between the Petroleum Hub Development Corporation (PHDC) and local firm Mannschaft Engineering and Infrastructure Systems. The agreement was signed on Wednesday, August 13, 2025.
Under the MoU, Mannschaft will provide financial, logistical, and technical expertise to support the first phase of the 20,000-acre project. The company is committing GH¢150 million towards compensation for affected landowners and an additional GH¢150 million to finance construction works under Phase One.
Speaking at the signing ceremony, Dr Toni Aubynn, Acting Chief Executive Officer of PHDC, described the partnership as a breakthrough that eases the corporation’s financial burden and accelerates implementation.
“This partnership is a tremendous relief. Securing even half of the required funding for compensation alleviates significant pressure on the PHDC and accelerates our timeline for developing the Petroleum Hub,” Dr Aubynn said.
He added that Mannschaft’s involvement would ensure high-quality engineering and logistical support for the hub, while urging other Ghanaian companies to rally behind the project, which he described as a “catalyst for national development.”
Dr Aubynn also expressed appreciation on behalf of the Minister of Energy and Green Transition and President John Mahama, noting government’s commitment to ensuring that the agreement translates into tangible progress.
For his part, Maxwell Adu, Chief Executive Officer of Mannschaft Engineering and Infrastructure Systems, lauded the hub as a transformative venture that would reposition Ghana as a continental energy leader. He assured that Mannschaft would deploy its energy and logistics expertise to advance construction and strengthen Ghana’s energy infrastructure.
Following the agreement, Mannschaft is expected to release GH¢150 million to the Lands Commission for compensation of affected landowners. The Commission will then issue an administrative fiat confirming the acquisition and outlining the compensation framework for displaced individuals and families.
Once completed, the Petroleum Hub project is expected to establish Ghana as a leading petroleum and petrochemical hub in Africa, driving economic growth, industrialisation, and job creation.
