List of 12 Former NSS Officials to Be Prosecuted Over GHS 548m Financial Scandal
Attorney General and Minister for Justice, Dr Dominic Ayine, has announced the imminent prosecution of twelve individuals implicated in a financial scandal at the National Service Scheme (NSS) that led to the loss of over GH¢548 million.
Speaking at a press conference in Accra on Friday, June 13, Dr Ayine disclosed that the charges are being brought under the government’s anti-corruption initiative, Operation Recover All Loots (ORAL), which is currently focusing on the National Service Authority (NSA).
“Having concluded our investigations, we will be filing charges against twelve suspects who worked as directors and staff of the NSA,” the Attorney General stated.
According to him, the list of accused persons includes high-ranking former officials of the National Service Authority, notably Gifty Oware-Mensah, a former Deputy Executive Director, who is said to be the alleged mastermind behind the scheme.
Other individuals expected to face prosecution include:
• Mustapha Ussif, former Executive Director
• Gifty Oware-Mensah, former Deputy Executive Director
• Osei Assibey Antwi, former Director General
• Kwaku Ohene Gyan, former Deputy Executive Director for Operations
• Abraham Bismarck Gaise, former Internal Auditor
• Kwaku Adjei, Account Officer
• Iddrisu Abubakar, former Head of Accounts
• Stephen Kwabena Gyamfi, former Regional Director for Koforidua
• Prince Awuku, District Director
• Jacob Yawson, MIS Administrator, Northern Region
Dr Ayine also indicated that two additional suspects, whose identities are yet to be confirmed, will be added to the list once formally identified.
Touching on recent developments, the Attorney General revealed that Stephen Kwabena Gyamfi was re-arrested earlier on Friday following the discovery of new evidence.
“We have discovered new accounts that contained deposits. Based on this, he was picked up again this morning,” he disclosed.
Dr Ayine explained that the suspects allegedly manipulated NSS systems and operational processes over a number of years, diverting large sums of public funds.
“This is a serious breach of public trust and accountability. We are committed to retrieving every cedi and ensuring those responsible face justice,” he said firmly.
The announcement marks a significant step in what government officials describe as a broader crackdown on corruption within public institutions under ORAL.
