Categorization of President Mahama’s 23 Ministries

President John Mahama through an Executive Instrument (E.I.) has restructured the Civil Service downsizing the number of Ministries from 30 to 23.

The reduction of the Ministries is captured under the Civil Service (Ministries) Instrument, 2025, was signed on January 9, 2025, in accordance with section 11(3) of the Civil Service Act, 1993 (P.N.D.C.L. 327).

The restructuring by the President aims to streamline governance while emphasizing sustainability, innovation, and youth empowerment.

A critical look at the ministries maintained and those newly created reveals a categorization of the ministries into three groups based on their respective focus and primary roles.

The three categories or groups are Sovereignty, Social Contract or Social Services and Wealth Creation.

– Ministry of Fisheries and Aquaculture
– Ministry of Trade, Agribusiness and Industry
– Ministry of Works, Housing and Water Resources
– Ministry of Communication, Digital Technology and Innovations
– Ministry of Environment, Science and Technology
– Ministry of Tourism, Culture and Creative Arts
– Ministry of Roads and Highways
– Ministry of Transport

This way we may bring more clarity to the focus, targets, functioning and collaborations needed for an effective Cabinet.
