  • BoG Leadership Has Shifted to Consultation as Central Bank Seeks Stronger Market Trust – Governor

Bank of Ghana Governor, Dr Johnson Pandit Asiama, says his tenure at the central bank has been defined by a deliberate shift toward consultative leadership, as the institution works to deepen stakeholder engagement and rebuild public confidence in monetary and financial sector governance.

Dr Asiama, speaking at the Ghana–UK Investment Summit, said the Bank had adopted a more open and engagement-driven approach to policy leadership, one that places dialogue, coordination and institutional responsiveness at the centre of decision-making.

“My tenure has been defined by a shift to consultative leadership,” the Governor said, according to 3News.

The remarks come at a time when the central bank is managing one of the most delicate phases of Ghana’s post-crisis economic recovery: preserving currency stability, keeping inflation expectations anchored, restoring policy credibility and supporting confidence in the financial sector.

Dr Asiama’s emphasis on consultation signals an attempt to move the Bank of Ghana away from a perception of closed-door technocratic decision-making toward a model that gives greater weight to communication, market feedback and inter-institutional coordination.

For a central bank emerging from a period of intense scrutiny over inflation, exchange rate pressures, fiscal dominance concerns and its own balance sheet losses, the shift is both political and institutional.

The Bank of Ghana’s credibility remains central to Ghana’s broader macroeconomic recovery. Inflation has fallen sharply from the elevated levels recorded during the country’s economic crisis, while the cedi has shown periods of relative stability. But recent price pressures, global commodity uncertainty and renewed foreign exchange demand continue to test the durability of those gains.

Against that backdrop, consultative leadership is not merely a management style. It has direct implications for how monetary policy is explained, how banks respond to regulatory changes, how investors interpret signals from the central bank and how the public assesses the Bank’s independence.

Dr Asiama’s comments also follow recent central bank efforts to strengthen engagement with financial institutions, market actors and other state agencies. The Bank has in recent months increased public communication around monetary policy, foreign exchange stability, financial crime, digital finance and diaspora investment.

That approach appears designed to build a broader consensus around policy choices that may not always be popular, including tight liquidity management, regulatory enforcement and measures aimed at preserving price and exchange rate stability.

The Governor’s remarks also come as Ghana works through its International Monetary Fund-supported programme and prepares for a possible transition to a Policy Coordination Instrument. In such a setting, the Bank of Ghana’s ability to communicate clearly with markets, government, businesses and households will be critical to sustaining confidence.

For businesses, the consultative approach could help reduce policy uncertainty if engagement translates into clearer guidance on interest rates, foreign exchange operations, prudential regulation and payment systems.

For banks and financial market participants, it could improve regulatory predictability, especially at a time when the financial sector is still navigating the aftermath of the domestic debt exchange, rising capital requirements, non-performing loan pressures and changing liquidity conditions.

But consultation also comes with a test. Stakeholders will judge the central bank not only by how often it engages, but by whether feedback is reflected in policy design and implementation.

The Bank must therefore balance openness with independence, ensuring that engagement does not weaken its ability to take difficult decisions when inflation, currency pressures or financial stability risks require firm action.

Dr Asiama’s message is therefore an important one: the Bank of Ghana wants to be seen not simply as a regulator issuing directives, but as an institution rebuilding trust through dialogue.

The success of that approach will depend on whether consultation produces stronger policy discipline, clearer communication and sustained macroeconomic stability. For now, the Governor is positioning his tenure around a central argument  that the credibility of a modern central bank is strengthened not only by the policies it adopts, but by how transparently and inclusively it arrives at them.
