The Dangote Petroleum Refinery has emerged as a transformative force in the West and Central African fuel markets, effectively ending years of dependence on imported petroleum products.

With a capacity of 650,000 barrels per day, the refinery has quickly made its mark in West African region, particularly in Nigeria’s petroleum industry, which for decades has struggled with the absence of a fully functional domestic refinery.

By producing significant volumes of diesel, gasoil, and jet fuel, the facility is not only meeting local demand but also enabling exports to neighboring West and Central African nations, reshaping trade flows and strengthening regional energy security.

According to Gary Clark of S&P Global Commodity Insights, speaking at a webinar organized by the Major Energy Marketers Association of Nigeria, the refinery now has the capacity to supply both diesel and aviation fuel across the region.

Clark noted that since the facility began producing petroleum products last year, it has exported significant quantities of diesel and jet fuel to West and Central African nations.

“You know, prior to the ramping up of supply at the Dangote refinery, West Africa was very much reliant on imports from Europe and elsewhere. But now, obviously, with the Dangote refinery coming online, we see a lot of gasoil or diesel and jet fuel exported from that refinery, meeting West African and Central African demands.”

“More than enough jet fuel has been exported to supply both the region and also more far-flung destinations as well,” he said.

The refinery’s ramp-up has not only reshaped regional trade flows but also provided a more stable and self-reliant fuel supply for West Africa, reducing vulnerability to international market volatility and easing pressure on governments and private operators that previously relied heavily on imports.

Regional fuel trade transformation

Between June and July 2025, the Dangote oil refinery exported about one million tonnes of Premium Motor Spirit (PMS), according to its president, Aliko Dangote. The development confirmed Nigeria’s status as a net exporter of refined products.

Thanks to the refinery, Nigeria’s fuel imports dropped sharply from 500,000 barrels per day in early 2023 to just 88,000 by the first quarter of 2025, ending its status as Africa’s largest petrol importer, a position now held by South Africa.

A new CITAC report links this shift directly to Dangote’s ramp-up, projecting Nigeria’s 2025 imports at just 6.4 million tonnes, less than half of South Africa’s 15.5 million tonnes.

The refinery has reshaped the sub-Saharan fuel market as well, with regional crude throughput rising 77.8% year-on-year in 2024, almost entirely due to Dangote.

Now producing 550,000 barrels per day and meeting about 60% of Nigeria’s petrol demand, the refinery is expected to save the country up to $10 billion in foreign exchange this year.

Beyond petrol, Dangote has ended Nigeria’s dependence on imported jet fuel, slashing imports from 13,000 barrels per day to just 5,000 as it now supplies most domestic aviation needs.

The refinery has also expanded exports across West and Central Africa, reaching Senegal, Togo, Benin, and Gabon.

More striking is its entry into global markets.

In early 2025, the United States imported 1.7 million barrels of jet fuel from Dangote in a single month, while Saudi Aramco purchased three cargoes totaling 130 million liters further highlighting Africa’s growing role in advanced fuel trade.
