Government Postpones Implementation of GHS 1 Levy on Every Litre of Fuel Purchases
The Ghana Revenue Authority (GRA) has announced the indefinite postponement of the implementation of a revised tariff framework under the Energy Sector Levies (Amendment) Act, 2025 (Act 1141), which was originally scheduled to take effect from June 16, 2025.
The revised tariff framework under the Energy Sector Levies (Amendment) Act, 2025, sought to impose a levy of GHS 1 on each litre of fuel purchased at the pumps by Ghanaians.
The directive, issued by GRA Commissioner-General Anthony Kwasi Sarpong, follows instructions from the Ministry of Finance after stakeholder consultations.
The move temporarily halts the enforcement of Tariff Interpretation Order (TIO) No. 2025/004, which would have introduced upward adjustments to the Energy Sector Shortfall and Debt Repayment Levy (ESSDRL) on selected petroleum products.
According to the GRA, a new implementation date will be communicated in due course.
The delay in the implementation of the levy offers temporary relief to consumers and businesses anticipating higher fuel costs.
