GRA to Enforce GHS 1 Energy Sector Levy From July 16

The Ghana Revenue Authority (GRA) has announced that implementation of the Energy Sector Levies (Amendment) Act, 2025 (Act 1141), which will see the Government charge GHS 1 on every litre of fuel purchased at the pumps, will commence on July 16, 2025, following a temporary suspension in June.

The decision was disclosed in an official statement signed by Acting Commissioner-General Anthony Akwasi Sarpong, who referenced the Authority’s earlier communication on June 13 that confirmed a government-directed postponement of the rollout.

According to the GRA, the deferral was agreed upon in consultation with the Ministry of Finance and the Ministry of Energy to allow for closer monitoring of global market dynamics and to consolidate recent gains in stabilising local fuel prices.

“Following a thorough review of prevailing market indicators and in line with the government’s commitment to ensuring stable economic conditions, the implementation of the Energy Sector Levies (Amendment) Act, 2025 (Act 1141), will now commence, effective 16th July 2025,” the statement read.

Stakeholders, including fuel importers, distributors, and customs agents, have been urged to take note of the new enforcement date and ensure full compliance with the provisions of the amended legislation.

The GRA further disclosed that the Integrated Customs Management System (ICUMS) has been updated to reflect the revised levy structure. Accordingly, all customs declarations filed from July 16 onward will automatically incorporate the new levy calculations.

Describing the legislation as a “critical revenue measure,” the Authority underscored the importance of Act 1141 in enhancing energy sector resilience and sustaining broader macroeconomic stability.

The amended law introduces adjustments to existing levy structures to improve revenue mobilisation for energy infrastructure financing and debt servicing, while aligning with prevailing international fuel market conditions and Ghana’s long-term economic objectives.

The Authority concluded by calling on industry players and the general public to cooperate with the rollout process, adding that successful implementation of the levy will support the continuity of reforms within the energy sector.
