Gov’t Reopens Talks With PayPal to Restore Full Service Access in Ghana
Ghana has formally reopened negotiations with global online payments giant PayPal to reinstate full access to its services in the country, Minister for Communication, Digital Technology, and Innovations, Samuel Nartey George, has disclosed.
Addressing journalists during the Government’s Accountability Series at the Jubilee House on Friday, August 1, the Minister revealed that PayPal had issued Ghana a compliance roadmap in June 2025, outlining the technical, regulatory, and financial requirements needed for full integration.
“The ministry has formally reopened engagement with PayPal to restore full access to its service for Ghanaian users,” he stated. “We are working closely with the Governor of the Bank of Ghana to ensure PayPal is given access to our economy and our digital space. However, we will insist that PayPal complies with the regulations of the BoG.”
Mr George described the renewed engagement as a strategic intervention aimed at enhancing Ghana’s integration into the global digital economy and eliminating long-standing barriers for key economic actors, including freelancers, SMEs, startups, and creatives.
“Securing PayPal access will remove a long-standing barrier to participation in the global digital economy and expand financial inclusion and cross-border trade opportunities for millions of Ghanaians,” he asserted.
Engagement with TikTok
In a broader update on digital economy efforts, the Minister disclosed ongoing discussions with social media platform TikTok. According to him, a high-level meeting was held on June 26 with TikTok’s West Africa government relations team, where the ministry raised critical concerns around content governance.
“I urged TikTok in that meeting to ensure fair compensation for Ghanaian content creators. I also proposed the establishment of a local moderation and content governance team to reflect Ghana’s values, protect our user rights, and support national regulatory expectations,” Mr George noted.
He emphasised that the engagements with PayPal and TikTok form part of the government’s commitment to building a secure, inclusive, and innovation-friendly digital economy that aligns with Ghana’s developmental priorities.
