UK-Backed US$400 Million AfDB Facility Targets South Africa’s Utility Overhaul

  • UK-Backed US$400 Million AfDB Facility Targets South Africa’s Utility Overhaul

The United Kingdom has backed a US$400 million African Development Bank financing package to overhaul electricity and water infrastructure in South Africa’s Mpumalanga Province, in a programme aimed at improving municipal services while supporting the country’s transition away from coal dependence.

The facility, approved by the African Development Bank, will finance the Mpumalanga Municipal Utility Reform Programme, a results-based initiative designed to link funding to independently verified improvements in service delivery.

The structure marks a significant shift from conventional infrastructure lending. Instead of focusing only on capital deployment, the programme ties disbursements to measurable outcomes, including improved utility performance, stronger municipal systems, better revenue collection and more reliable access to electricity and water.

The UK’s Foreign, Commonwealth and Development Office is supporting the programme through a loan guarantee under the Just Energy Transition Partnership framework. The UK is also providing technical assistance that helped shape the reform programme.

The investment comes at a critical moment for South Africa, where ageing infrastructure, persistent electricity reliability challenges and deteriorating water networks continue to weigh on households, businesses and municipalities. Many local authorities face weak balance sheets, poor collection rates, high technical losses and limited capacity to maintain essential infrastructure.

Mpumalanga is central to South Africa’s coal economy and has become one of the most important test cases for the country’s just energy transition. The province hosts a significant share of South Africa’s coal-fired power assets and coal-dependent communities, making it a politically and economically sensitive region for reform.

The programme will therefore be closely watched. It seeks to demonstrate how climate-linked financing can support not only decarbonisation objectives, but also better public services, municipal reform and economic resilience in communities exposed to the risks of energy transition.

The financing will support reforms in four municipalities: eMalahleni, Lekwa, Govan Mbeki and Mbombela. An estimated 1.20 million residents are expected to benefit from the programme between 2026 and 2031.

Implementation will be led by the Development Bank of Southern Africa, working with South Africa’s National Treasury and the Department of Cooperative Governance.

The interventions will cover smart electricity metering, customer audits, rehabilitation of electricity and water networks, LED street-light upgrades, alternative energy solutions for public buildings and measures to reduce water losses.

These are not merely technical upgrades. They go to the heart of municipal viability. Smart metering and customer audits can improve billing accuracy and revenue mobilisation, while water-loss reduction can help municipalities conserve scarce resources and lower operating costs. Upgraded electricity networks can also reduce outages, improve service quality and support local economic activity.

For the African Development Bank and the UK, the programme represents a broader development finance model that combines infrastructure investment with institutional reform. By making financing conditional on results, the facility is intended to strengthen accountability and ensure that funds translate into tangible service improvements.

For South Africa, the programme offers an opportunity to rebuild trust in municipal service delivery at a time when electricity and water constraints have become major economic and social concerns.

The design also reflects a wider shift in climate and development finance. Coal-dependent regions cannot be expected to transition successfully if communities experience reform as service decline, job losses or economic neglect. The just transition requires credible investments in infrastructure, municipal capacity, alternative energy and local development.

Mpumalanga’s role is therefore strategic. If the programme succeeds, it could provide a model for wider municipal utility reform across South Africa and other coal-dependent economies managing the social and infrastructure consequences of energy transition.

It could also help unlock additional finance by demonstrating that results-based instruments, backed by guarantees and technical assistance, can reduce risk and improve project delivery in difficult municipal environments.

The challenge will be execution. Municipal reform is often slowed by governance weaknesses, procurement delays, weak billing systems, political resistance and capacity constraints. The programme’s success will depend on whether local authorities can implement reforms consistently, protect revenue gains, maintain assets and sustain service improvements beyond the financing period.

For residents, the test will be practical: fewer service disruptions, safer streets, better water reliability, more efficient billing and stronger local infrastructure.

For investors and development partners, the programme will show whether performance-linked finance can be used to improve essential services while supporting climate-transition objectives.

The US$400 million facility is therefore more than a municipal infrastructure loan. It is a test of whether South Africa can use climate finance to strengthen local government, rebuild critical networks and protect coal-region communities as the country moves toward a cleaner and more resilient energy system.
