President Mahama Orders Forensic Audit into Organisation and Management of 13th African Games
President John Dramani Mahama has directed the Auditor-General to conduct a comprehensive forensic audit into the organisation and management of the 13th All-African Games, following the submission of a report by the National Intelligence Bureau (NIB).
According to the Presidency, the directive forms part of government’s commitment to promoting accountability, transparency, and the prudent use of public funds in the management of national and international events.
The audit, expected to be completed and submitted to the President by the second week of December 2025, will examine all financial and operational aspects of the Games — including procurement, expenditure, infrastructure development, and post-event management.
The scope of the audit will specifically cover procurement and contracting processes, assessing compliance with the Public Procurement Act (Act 663), as amended, as well as the selection and performance of contractors and suppliers.
It will also evaluate financial management and expenditure control measures, reviewing funding sources, disbursements, sponsorship arrangements, and related transactions. Furthermore, the review will assess project delivery, focusing on timelines, cost variations, and value-for-money outcomes.
President Mahama has also instructed that the audit examine the coordination and performance of all government agencies and committees involved in the planning and execution of the Games.
Background
Ghana hosted the 13th African Games — officially known as Accra 2023 — from March 8 to 23, 2024. The event earned praise for its successful execution and display of African sporting talent, but questions have since emerged over procurement procedures, cost overruns, and the management of infrastructure developed for the Games.
Government maintains that the audit will help address these concerns, strengthen public accountability, and enhance the planning and management of future continental and international sporting events.
