Rev. Stephen Arthur Appointed Acting GCAA Director-General
President John Mahama has appointed Rev. Stephen Wilfred Arthur, a distinguished aviation expert, as the Acting Director-General of the Ghana Civil Aviation Authority (GCAA).
With over 30 years of experience in air transport, economic regulation, business development, and strategic planning, Rev. Arthur brings a wealth of expertise to his new role. His appointment signals the government’s commitment to sustained growth and modernization in Ghana’s aviation sector, with a strong emphasis on safety, security, and operational excellence.
As Acting Director-General, Rev. Arthur aims to bolster Ghana’s position as a global aviation leader by fostering innovation, enhancing infrastructure, and ensuring compliance with international standards. His leadership will focus on creating a safe, secure, and competitive aviation environment in line with the country’s long-term economic development goals.
Extensive Experience in Aviation Leadership
Rev. Arthur has dedicated nearly three decades to the GCAA, rising steadily through the ranks in various leadership capacities. Most recently, he served as the Director of Economic Regulation and Business Development from January 2019 to March 2025. In this role, he led key initiatives in policy formulation, regulatory compliance, budget management, and stakeholder engagement to promote a sustainable and competitive air transport sector in Ghana.
Previously, he worked as Manager of Business Development and Statistics, where he conducted economic audits of airlines, evaluated business plans for air carriers, and contributed to the development of air transport regulatory frameworks. His experience also extends to the Corporate Planning and Finance departments, where he played a crucial role in financial reporting, investment analysis, and budgeting.
Contributions to Global Aviation Policy
Rev. Arthur is a recognized figure in international aviation policy discussions, having represented Ghana at numerous International Civil Aviation Organization (ICAO) conferences and Bilateral Air Services Agreement (BASA) negotiations. He is a key member of high-level aviation committees, including ICAO’s Facilitation Panel and the African Civil Aviation Commission (AFCAC) Working Group on the implementation of the Single African Air Transport Market (SAATM).
Currently, he chairs the Steering Committee for Ghana’s Advance Passenger Information (API) and Passenger Name Record (PNR) systems project, further demonstrating his leadership in aviation security and facilitation.
Academic and Professional Credentials
Rev. Arthur holds an Executive MBA from the University of Bradford in the United Kingdom and a Bachelor of Science in Administration from the University of Ghana. He has also completed specialized training in senior civil aviation management, air transport economics, and strategic airport management at prestigious institutions such as the International Air Transport Association (IATA) and the Singapore Aviation Academy. He is a fellow of the Global Association of Certified Chartered Economists.
Visionary Leadership in Aviation
Among his landmark initiatives, Rev. Arthur has been instrumental in developing consumer protection directives, establishing the National Air Transport Facilitation Committee, and implementing an economic surveillance program for the industry. His expertise and strategic leadership have earned him widespread respect in air transport policy and economic regulation circles.
Beyond his aviation career, Rev. Arthur is the founder and leader of Kingdom Family International, a Christian-based church.
