Prof Lord Mensah Appointed Head of Local Government
Ghana’s local governance framework is set to benefit from a technocratic boost following the appointment of Professor Lord Mensah as the new Head of Local Government – a move widely viewed as aligning fiscal discipline with decentralized development.
A Professor of Financial Economics at the University of Ghana Business School, Prof Mensah brings deep academic insight and a globally recognized research pedigree to the role. He holds a PhD in Applied Economics-Finance from the University of Antwerp, an MSc in Financial Mathematics from the University of Kaiserslautern, and a Bachelor’s degree in Mathematics from KNUST.
His research work, which spans capital market development, public finance, and macroeconomic modeling, is heavily indexed in academic platforms including Scopus and Web of Science. He has presented papers at premier global conferences, notably the World Finance Conference (Portugal), the Swiss Society for Financial Market Research, and academic gatherings across the U.S., Europe, Asia, and Africa.
Beyond the lecture halls, Prof Mensah has advised institutions such as the UNDP, Bank of Ghana, and the Central Bank of Nigeria—an experience that has sharpened his grasp of practical policy formulation and economic development strategy.
His appointment is seen by policy watchers as a pivot towards integrating evidence-based economic management into Ghana’s local government machinery. Analysts say his background in financial modeling and fiscal planning could serve as a crucial lever for enhancing revenue mobilization, budget efficiency, and public investment across metropolitan, municipal, and district assemblies.
He concurrently serves as Executive Director of the African Centre for Development Finance and remains a prominent commentator on Ghanaian economic affairs across media platforms.
