Ghana Link Refutes Claims Linking ICUMS to Fuel Supply Disruptions
Ghana Link Network Services Ltd., operators of the Integrated Customs Management System (ICUMS), has dismissed claims circulating in traditional and social media suggesting that a disruption of the ICUMS platform has prevented Oil Marketing Companies (OMCs) from lifting petroleum products for distribution.
In a press statement issued on March 9, 2026, the company described the allegations reportedly attributed to Star Oil Company Ltd. as false, misleading and without basis.
According to Ghana Link, the statement alleged that the ICUMS platform had been down since Friday, March 6, 2026, resulting in difficulties for OMCs in lifting petroleum products for supply to service stations across the country. The claims also suggested that persistent technical challenges with the platform had contributed to fuel shortages at some Star Oil stations.
However, Ghana Link rejected the claims, stating that the ICUMS platform has remained fully operational throughout the period referenced.
“The ICUMS platform has remained fully operational, including throughout the period referenced in the said statement. At no point has the system suffered any outage of the nature being alleged,” the company said.
The firm explained that transactions and operational processes on the platform have continued without interruption, with stakeholders actively undertaking their respective functions.
Following the allegations, Ghana Link said it conducted internal checks and engaged the National Petroleum Authority (NPA) to verify the facts surrounding the matter.
According to the company, the operational challenge referenced in the circulating statement is linked instead to the NPA’s Enterprise Relational Database Management System (ERDMS), and not the ICUMS platform.
Ghana Link expressed disappointment over the circulation of what it described as unsubstantiated allegations, noting that such claims risk misinforming the public and undermining confidence in a critical national trade facilitation platform.
The company has therefore called on Star Oil to withdraw the statement and issue an unqualified public apology for what it describes as the publication of false and misleading information.
Ghana Link reaffirmed its commitment to maintaining high standards of operational reliability, transparency and stakeholder support in the management of the ICUMS platform.
