Ghana Retains Top Global Ranking in Mobile Money Regulation
Ghana has retained its position as the world’s leading jurisdiction for mobile money regulation, according to the 2025 Mobile Money Regulatory Index (MMRI) published by the Global System for Mobile Communications Association (GSMA).
The country recorded an overall score of 96.10 per cent, improving from 95.06 per cent in the previous year, reaffirming its leadership in building a robust and enabling regulatory environment for mobile money services.
The GSMA said the MMRI assesses the effectiveness of mobile money regulatory frameworks across 90 countries, benchmarking jurisdictions on key indicators including consumer protection, regulatory certainty, operational resilience, and the enabling environment for innovation. The index can be accessed via the GSMA’s official platform.
Ghana’s performance reflects sustained policy consistency and strong regulatory oversight, which have supported the expansion of mobile money services, deepened financial inclusion, and strengthened confidence in the digital financial ecosystem.
The ranking also positions Ghana as a global reference point for regulatory excellence in digital financial services, as the country continues to balance innovation with prudential supervision.
The Bank of Ghana said it will continue to work closely with industry stakeholders to implement policies aimed at sustaining the country’s progress towards a fully inclusive and digitally empowered economy.
