OSP to Charge Ken Ofori-Atta, Ex-GRA Bosses in SML Corruption Case; to Recover GHS 125m After Corruption Probe

The Office of the Special Prosecutor (OSP) has announced plans to charge former Minister of Finance, Ken Ofori-Atta, and several former senior government officials by the end of November 2025 following investigations into alleged corruption and related offences.

At a press briefing held on Thursday, October 30, Special Prosecutor Kissi Agyebeng disclosed that the investigation uncovered substantial evidence of financial irregularities involving top officials from the Ministry of Finance, the Ghana Revenue Authority (GRA), and individuals affiliated with Strategic Mobilisation Ghana Limited (SML).

According to Mr. Agyebeng, the individuals to be charged include:

  • Ken Ofori-Atta, former Minister of Finance

  • Ernest Akore, former Chef de Cabinet to the Minister of Finance

  • Emmanuel Kofi Nti, former Commissioner-General of the GRA

  • Rev. Ammishaddai Owusu-Amoah, former Commissioner-General of the GRA

  • Isaac Crentsil, former Commissioner of the Customs Division of the GRA and General Manager of SML

  • Kwadwo Damoah, former Commissioner of the Customs Division of the GRA and current Member of Parliament for Jaman South

“The outcome of the investigation is that the OSP will charge the following persons with various corruption and corruption-related offences before the end of November 2025,” Mr. Agyebeng said.

The Special Prosecutor further revealed that the OSP would take legal steps to recover financial losses incurred by the state as a result of the alleged misconduct of the accused persons.

“As part of the process, the OSP will seek to recover the financial loss caused to the Republic from the persons listed above,” he stated.

In addition, the OSP will pursue the recovery of GH₵125 million from Strategic Mobilisation Ghana Limited, representing what the Office described as “unjust enrichment” obtained unfairly at the expense of the state.

“The OSP will recover a total amount of GH₵125 million from SML by way of disgorgement of unjust enrichment and the return of benefits unfairly obtained at the expense of the Republic,” Mr. Agyebeng added.

The charges mark a significant step in one of the most high-profile corruption investigations in recent years, underscoring the OSP’s commitment to accountability and the recovery of state resources.
