- 5G Spectrum Race Enters Decisive Phase as MTN, Telecel and Goal Advance
Ghana’s long-awaited 5G spectrum licensing process has moved into a decisive phase after the National Communications Authority cleared MTN Ghana, Telecel Ghana and Goal Telecommunications to compete for spectrum in bands expected to underpin the country’s next generation of mobile connectivity.
Three of the four applicants that submitted bids before the August 27 deadline passed the eligibility and technical qualification stage, while Infrava Ltd failed to qualify. “All Applicants have been duly informed of the Authority’s determination in respect of their applications, with reasons provided where applicable,” the NCA said.
The qualification of the three operators shifts the process from technical eligibility to the more commercially significant question of how much each bidder is prepared to pay. The successful applicants will participate in the opening and ranking of their Best Price Offers, with the NCA expected to announce the date, time and venue separately.
The spectrum on offer covers the 700MHz, 2.3GHz and 3GHz bands, giving the process potentially significant implications for coverage, network capacity and competition.
For government, the exercise presents a difficult policy balance. Spectrum is a scarce public resource and the state has a legitimate interest in extracting value from its allocation, but maximising licence revenue should not be the only measure of success.
If operators pay excessively for spectrum and are left with less capital for network rollout, the wider economic value of 5G could be weakened.
The more important question is what investment follows the spectrum allocation. A competitive process that produces reasonable valuations while leaving operators with sufficient balance-sheet capacity to invest in towers, fibre, backhaul and power infrastructure could generate larger long-term returns than an auction focused primarily on upfront fees.
That distinction matters because 5G is increasingly being viewed as infrastructure for a broader digital economy rather than simply a faster version of existing mobile internet.
For businesses, improved connectivity could support cloud computing, artificial intelligence, digital payments, e-commerce, remote working and data-intensive enterprise services. Manufacturers could deploy more connected systems and automation, while logistics companies could use more sophisticated tracking technologies and fintech businesses could benefit from lower-latency networks.
The eventual productivity gains, however, will depend heavily on whether coverage is broad enough and tariffs affordable enough for businesses and consumers to use the technology at scale.
The different spectrum bands will play distinct roles in that outcome. The 700MHz band is particularly valuable for broad geographical coverage because lower-frequency signals travel further and penetrate buildings more effectively, while the 2.3GHz and 3GHz bands can provide greater capacity in high-traffic areas. Together, the frequencies could allow operators to combine wider reach with higher-density urban capacity.
Spectrum alone, however, will not produce a functioning 5G economy. Operators must still invest heavily in base stations, fibre backhaul, transmission infrastructure, reliable power systems and network maintenance, making Ghana’s broader infrastructure and electricity costs part of the commercial calculation.
The ability of operators to justify those investments will also depend on how quickly consumers migrate to 5G-enabled devices and services.
Affordability therefore represents one of the most important policy risks. If 5G remains concentrated among high-income consumers and large corporations because devices or data packages are expensive, the technology’s contribution to inclusive development will be limited. That could increase pressure on the NCA to combine spectrum awards with enforceable investment, coverage and service obligations.
Competition will be another central issue. MTN Ghana enters the contest with a large customer base and extensive infrastructure, while Telecel Ghana has a strategic interest in strengthening its position against the market leader and Goal Telecommunications could provide an additional competitive force.
The presence of three qualified bidders therefore matters not only for the auction itself but for whether the market develops stronger rivalry around pricing, network quality, coverage and enterprise services.
For consumers, stronger competition could eventually mean better service quality and wider choice. For businesses, it could produce more innovative connectivity packages, particularly for small and medium-sized enterprises that increasingly depend on digital tools but remain sensitive to telecommunications costs. The challenge for the regulator will be to ensure that spectrum ownership produces actual market competition rather than simply reinforcing existing positions.
The NCA has said the qualification stage completes the relevant phase of its Request for Applications and that the next process will determine which bidders secure spectrum for the rollout and expansion of advanced mobile communications services.
That wording places the licensing exercise within a wider infrastructure objective rather than treating spectrum simply as a regulatory asset to be sold. For Ghana’s digital-economy agenda, that distinction is important because the value of the frequencies will ultimately depend on what operators build with them.
The regional development implications are also significant. If operators concentrate 5G investment predominantly in Accra and other commercially attractive urban centres, rural and lower-income communities could remain dependent on older technologies, limiting the usefulness of digital services in agriculture, education, healthcare and local enterprise.
A carefully designed licensing framework could therefore use coverage obligations and investment incentives to push network expansion beyond the most profitable markets.
The opening of Best Price Offers will provide the clearest indication yet of how much commercial value operators attach to the available bands.
But the amount paid should not become the main benchmark for judging the process, because the larger economic dividend will depend on capital expenditure, network expansion, affordability and how effectively Ghanaian businesses use the resulting infrastructure. The document argues that “the real economic dividend will be determined by what happens after the cheques are written.”
For government, the opportunity is to convert a finite public asset into long-term productivity, while operators must justify substantial investment in a market where consumers remain highly price-sensitive. For the NCA, the ultimate test will be whether it can balance public revenue, competition, investment and universal access without sacrificing one objective for another.
The next decisions who pays what, who secures which spectrum and who invests most aggressively will determine whether Ghana’s 5G transition becomes simply another network upgrade or a genuine catalyst for the digital economy.
