If Government of Ghana (GOG) adopts IMF Article IV plan, it will rely on GRA to increase revenue for 2021 Q2-Q4 (given stagnant Q1-2021).
While IMF adjusts for non-zero Bailout Cost impact in 2021 (and keeps spending stagnant), the nation must await & prepare for a steep & ambitious decline (3.6%) in deficit in 2022 (10.4%) – based on no revenue rise & an “All-expense Austerity Budget” in 2022.
