  • Abu Dhabi Formally Confirmed as Host Of 2029 IMF–World Bank Annual Meetings

The United Arab Emirates has formally signed the agreement to host the 2029 Annual Meetings of the International Monetary Fund and World Bank Group in Abu Dhabi, securing one of the most influential gatherings in global economic policymaking.

The host agreement was signed in Bangkok on Sunday at the conclusion of the 2026 Annual Meetings, completing the formal handover from Thailand to the UAE. The ceremony took place at the Queen Sirikit National Convention Center, where finance ministers, central bank governors and development leaders had gathered during the week.

Mohamed bin Hadi Al Hussaini, the UAE’s Minister of State for Financial Affairs, and Khaled Mohamed Balama, Governor of the Central Bank of the UAE, signed on behalf of the host country. World Bank Group President Ajay Banga and IMF Managing Director Kristalina Georgieva represented the two institutions.

The signing transforms the selection announced in April into a formal hosting commitment. Abu Dhabi will stage the meetings in October 2029, returning the gathering to the Emirates for the first time since Dubai hosted it in 2003.

The decision carries significance beyond event hosting. Annual Meetings bring together delegations from more than 190 countries to debate global growth, financial stability, poverty reduction, debt, development finance and the policy response to emerging economic shocks.

Hosting gives the UAE an opportunity to place itself at the physical and diplomatic centre of those discussions. It also reinforces Abu Dhabi’s effort to position itself as a bridge connecting global capital, emerging markets, energy producers and institutions shaping the international financial system.

“The signing of the agreement marks a significant milestone, reflecting confidence in the UAE’s readiness, the efficiency of its infrastructure and financial system, and its ability to host major international events of strategic importance,” Mr Al Hussaini said.

Yet the strategic value of the meeting will depend on more than organisational efficiency. The international economic system is undergoing profound stress from geopolitical conflict, high sovereign debt, energy insecurity, trade fragmentation and rapid technological change. By 2029, many of these issues may have evolved, but few are likely to have disappeared.

The Annual Meetings are therefore not merely a conference attracting thousands of participants. They are a forum where the policy conditions attached to international financing are debated, global forecasts are released and pressure builds for reforms to institutions governing debt, development and monetary cooperation.

Ajay Banga said the UAE had developed its institutions and infrastructure with ambition and partnership, strengthening its place as a centre for global economic dialogue.

“Abu Dhabi is a fitting host for the Annual Meetings where our focus is on development impact, and delivering jobs, growth, and financing at scale,” the World Bank president said.

His emphasis on jobs and financing speaks to the challenge confronting developing economies. Population growth is producing millions of new labour-market entrants, particularly in Africa, while constrained public finances and declining development assistance limit governments’ capacity to create opportunities through conventional spending.

The World Bank has increasingly sought to use its resources to mobilise private investment rather than rely exclusively on public development finance. Abu Dhabi’s hosting could deepen discussions with sovereign wealth funds, institutional investors and financial centres capable of directing long-term capital towards infrastructure and productive sectors.

For African countries, the location may offer practical advantages. The UAE has become an important trading, aviation, logistics and investment partner for the continent. Its geographic position and commercial connections could facilitate wider African participation while placing regional development priorities closer to major pools of Gulf capital.

That opportunity should not be overstated. Hosting discussions near large investors does not automatically direct financing towards countries facing the deepest needs. African governments will still require credible projects, transparent procurement, stable policies and bankable structures capable of converting investor interest into affordable, sustainable capital.

Kristalina Georgieva described the UAE as an important centre for ideas, finance, innovation and international cooperation.

The 2029 meeting, she said, would create an opportunity to discuss the challenges and possibilities ahead and help shape a better future.

Her remarks underline the diplomatic dimension of the selection. The IMF’s membership spans economies with competing strategic interests, different political systems and sharply unequal financial power. A successful host must provide a credible space for dialogue even when international relationships are strained.

The Bangkok meetings demonstrated the difficulty of that task. Political tensions also complicated efforts to achieve consensus.

Abu Dhabi’s challenge in 2029 will be to provide more than polished facilities. The meeting will be judged by whether governments and institutions can translate dialogue into practical progress on debt restructuring, concessional finance, climate resilience, employment and access to technology.

For the UAE, the gathering offers reputational and commercial benefits. Thousands of senior officials, investors, economists, civil-society representatives, academics and journalists will converge on Abu Dhabi, generating activity for aviation, hospitality, professional services and events management.

More importantly, the meetings will allow the country to demonstrate the institutions, infrastructure and policy ambitions supporting its development beyond oil. The UAE can present itself not simply as a capital provider, but as a venue where global financial priorities are negotiated.

Annual Meetings are generally held for two consecutive years at the headquarters of the IMF and World Bank in Washington, with every third meeting taking place in another member country. London became the first city outside the United States to host the event in 1947.

The formal handover from Bangkok to Abu Dhabi therefore represents continuity within that rotating system, but it also reflects a changing global economic map. Financial influence is increasingly dispersed across established Western centres, rapidly growing Asian economies and capital-rich Middle Eastern states.

By signing the agreement, the UAE has secured the stage. Its larger test will be using that platform to connect global financial power with the development needs of countries struggling to obtain affordable capital.

If the 2029 meetings produce practical solutions, Abu Dhabi’s role will be remembered for more than hospitality. It will be associated with an effort to make international economic cooperation work during a period when fragmentation increasingly threatens it.
