Minister for Energy and Green Transition, Dr John Abdulai Jinapor, has received the final report of the committee established to investigate the fire outbreak at the Akosombo Substation, signalling the government’s intention to pursue reforms aimed at strengthening Ghana’s electricity transmission infrastructure.

The committee, chaired by Ing. Amuna, was tasked to investigate the cause of the incident and make recommendations to prevent a recurrence.

Receiving the report, Dr Jinapor commended the committee for what he described as its diligence, professionalism and commitment in carrying out the assignment.

He said the government would carefully review the report and take the necessary steps to implement its recommendations.

The Minister said the incident should serve as a major wake-up call for the country’s power sector, especially in relation to emergency preparedness, maintenance culture, infrastructure investment and the resilience of critical energy installations.

According to him, the report points to the need to strengthen the system, make it more responsive and improve emergency response arrangements.

“This is a lesson that should teach us to avoid the future occurrence of this very unfortunate situation,” he said.

He added that the country must improve its maintenance culture and invest in the grid in order to build a more resilient energy sector.

Dr Jinapor also indicated that the government’s focus remains on ensuring accountability where required, preventing similar incidents in the future and safeguarding the integrity of the national electricity transmission system.

The Minister noted that the restoration of power after the incident reflected the strong work of engineers but stressed that this does not rule out accountability if the investigation reveals lapses.

He said the report will be communicated to President John Dramani Mahama, adding that the government will make full use of the committee’s recommendations.

The Minister disclosed that a temporary control centre is already being built using containerised structures to support power evacuation and system operations.

However, he said this is only an interim measure and that the country must move toward a more modern and fit-for-purpose control facility.

According to him, Ghana cannot continue relying on an old control-room structure that dates back to 1964 when the electricity system and operational demands have changed significantly.

He said the committee’s work has reinforced the need for a state-of-the-art control room capable of meeting current and future power-sector requirements.

The Minister said building such infrastructure will require significant investment but added that capital spending in the sector must be done judiciously and efficiently.

He further argued that the energy sector should ultimately become self-reliant rather than depending heavily on national resources that could otherwise support hospitals, schools and other social interventions.

Dr Jinapor said in well-managed economies, the energy sector contributes to national revenue rather than becoming a recurring fiscal burden.

His comments place the Akosombo Substation fire within the broader debate over Ghana’s power-sector sustainability, infrastructure financing and operational efficiency.

The incident has raised questions about the condition of critical transmission assets, the adequacy of preventive maintenance, and the preparedness of emergency response systems in the electricity value chain.

The Minister said relevant institutions have already been tasked to develop and implement a clear action plan based on the committee’s recommendations.

The action plan is expected to include enhanced safety protocols, infrastructure upgrades, stronger risk management measures and periodic audits of critical power installations across the country.

Security at power installations also emerged as a key concern.

Officials indicated that security has already been beefed up at the affected facility, with support from national security, the military and other security agencies.

While details of the security arrangements were not disclosed for operational reasons, the Minister assured the public that the incident has prompted government to further strengthen protection around critical energy infrastructure.

The committee also recommended the construction of a new control building, although it did not determine the cost of such a facility.

According to officials, the committee’s terms of reference were limited to identifying the cause of the incident and making recommendations, meaning feasibility studies and cost assessments will have to follow.

The next phase will therefore require technical assessment, financing decisions and implementation planning.

For Ghana’s power sector, the implications of the report go beyond the Akosombo Substation incident.

The fire has exposed the urgent need to modernise ageing infrastructure, improve institutional preparedness and create a stronger culture of preventive maintenance across the electricity transmission network.

Energy-sector analysts have long warned that Ghana’s power stability depends not only on generation capacity, but also on the strength, reliability and security of the transmission system.

A weak transmission network can undermine electricity supply even where generation capacity is available.

The Akosombo incident therefore reinforces the importance of investing in grid resilience as a national development priority.

For businesses, households and public institutions, reliable electricity remains central to productivity, industrial growth, healthcare delivery, education and digital services.

Any major disruption at a strategic substation can therefore carry wider economic and social costs.

Dr Jinapor’s remarks suggest that the government intends to treat the incident not as an isolated technical failure, but as a system-wide lesson for power-sector reform.

The real test will be how quickly the recommendations are reviewed, funded and implemented.

Ghana’s energy sector has often produced strong diagnostic reports after major incidents, but implementation has sometimes been slowed by financing constraints, institutional delays and weak follow-through.

If the recommendations from the Akosombo Substation fire report are acted upon decisively, the incident could become a turning point for grid modernisation, emergency response improvement and stronger protection of critical electricity infrastructure.

For now, the Minister’s message is clear: Ghana must learn from the incident, strengthen the transmission system and invest in a power sector that is safer, more responsive and more resilient.
