  • Explorco to Drill Voltaian Basin in 2026 as Sentuo Refinery Targets 100,000 Barrels Per Day

Ghana is preparing for a major push in both upstream exploration and downstream refining, with GNPC’s exploration subsidiary, Explorco, expected to begin onshore drilling in the Voltaian Basin before the end of 2026, while Sentuo Oil Refinery moves to expand processing capacity to 100,000 barrels per day.

President John Dramani Mahama announced the planned drilling campaign during the sod-cutting ceremony for Phase Two of the Sentuo Oil Refinery Project in Tema, describing the Voltaian Basin as an area with significant petroleum potential.

According to the President, the planned exploration programme will mark a major step in Ghana’s effort to expand its hydrocarbon resource base beyond the existing offshore fields that have dominated national oil production since commercial output began.

Explorco is expected to spud its first exploration well in the Voltaian Basin by the fourth quarter of 2026, after intensifying preparations and stakeholder engagements across northern Ghana.

The planned drilling will be one of the most important tests of Ghana’s long-held ambition to unlock the petroleum potential of the Voltaian Basin, a vast onshore sedimentary basin that has attracted policy and technical interest for years but has not yet delivered commercial oil production.

The drilling campaign is expected to provide critical geological data and help determine whether commercially recoverable oil and gas reserves exist in the basin.

If successful, the programme could broaden Ghana’s petroleum map, reduce overdependence on offshore assets and open a new frontier for investment, local content, jobs and regional development.

Exploration is uncertain by nature, and onshore drilling brings a different set of operational, environmental, community and infrastructure considerations. Ghana will need to ensure that the campaign is technically disciplined, properly regulated and transparently communicated to communities in the basin.

GNPC Explorco has already intensified stakeholder engagement across northern Ghana, including meetings with traditional leaders such as the Yaa Naa, as well as regulatory agencies, to align operational requirements with regional development priorities.

Unlike offshore production, where operations are largely distant from communities, onshore exploration takes place close to farms, settlements, traditional lands, water bodies and local livelihoods. Community trust, compensation clarity, environmental safeguards and local participation will therefore be essential to the success of the Voltaian Basin programme.

The upstream push is taking place alongside a major downstream expansion at Sentuo Oil Refinery.

President Mahama said the second phase of the refinery project is expected to raise processing capacity from 40,000 barrels per day to 100,000 barrels per day, strengthening Ghana’s domestic refining capability.

The expansion is part of government’s broader plan to improve energy security, reduce dependence on imported refined petroleum products and position Ghana as a fuel supply hub for the sub-region.

The President expressed confidence that with Sentuo’s expansion and the eventual full operationalisation of the Tema Oil Refinery, Ghana would be able to meet domestic fuel demand and generate surplus refined products for export to neighbouring countries.

That ambition is significant.

Ghana produces crude oil but still imports a substantial share of its refined petroleum products. This exposes the economy to freight costs, insurance costs, foreign exchange pressure and external supply disruptions.

Local refining, if properly scaled and efficiently managed, could retain more value within the economy, support jobs, deepen industrial activity and reduce some vulnerabilities associated with imported fuel.

Earlier this month, Sentuo Refinery was expected to receive about one million barrels of Jubilee crude for local processing, a development industry analysts viewed as part of government’s broader push to encourage local processing of Ghana’s crude oil.

The latest expansion plan therefore builds on an emerging policy direction: Ghana wants to produce more, refine more and export more value-added petroleum products.

Executive Chairman of Sentuo Oil Refinery, Ningquan Xu, described the Phase Two expansion as a transformative project for Ghana’s industrial development.

“The Phase II expansion represents a turning point for Ghana’s industrial future,” he said at the ceremony.

The combination of Voltaian Basin drilling and Sentuo’s 100,000 barrels-per-day expansion presents Ghana with a strategic energy opportunity.

On the upstream side, new discoveries could help reverse concerns about declining production from existing fields and support future reserves replacement.

On the downstream side, increased refining capacity could improve energy security and reduce reliance on imported finished products.

Together, the two developments speak to a broader national objective: to move Ghana from crude production and fuel import dependence toward a more integrated petroleum value chain.

If TOR is fully operationalised alongside Sentuo, Ghana could build a more diversified refining base. But if TOR remains weak while private refining expands, the country will have to carefully manage questions around state assets, competition, pricing and public value.

Refining more crude locally could reduce the import bill for finished petroleum products, but the benefits will depend on the structure of crude supply, payment terms and the extent to which refined products substitute imports or generate export earnings.

In a period when global energy markets remain vulnerable to geopolitical shocks, Ghana’s desire to build local refining capacity is understandable.

Recent tensions in global energy markets have reinforced the risks associated with dependence on imported petroleum products. Domestic refining cannot fully insulate Ghana from global crude prices, but it can improve supply flexibility and reduce some logistics-related costs.

If Ghana can find commercially viable onshore resources, it could strengthen long-term energy security and create new economic opportunities in the northern belt. But this must be matched with strong governance to avoid environmental damage, community disputes and unrealistic expectations.

The Voltaian Basin campaign will therefore be watched closely by investors, communities, regulators and energy-sector analysts.

A successful drilling outcome could reshape Ghana’s petroleum outlook. A dry or non-commercial result would still provide important geological information, but could also test public expectations after years of optimism about the basin’s potential.

For now, the government is presenting the two projects as part of a coordinated energy strategy.

Explorco’s planned drilling represents the search for new supply. Sentuo’s expansion represents the effort to process more fuel locally. Together, they point to a more ambitious petroleum-sector agenda.
