Government Sets GHS 290.9 Billion in Expenditure for 2025 Fiscal Year; Projects GHS 223.8 Billion in Revenue
Finance Minister Dr. Cassiel Ato Forson has disclosed that the total appropriation (expenditure) for Ghana’s 2025 fiscal year stands at GHS 290.9 billion. Presenting the 2025 Budget to Parliament, he outlined the government’s revenue and expenditure estimates, emphasizing efforts to sustain fiscal stability and economic recovery.
Revenue and Expenditure Outlook
Total revenue and grants for 2025 are projected at GHS 223.8 billion, equivalent to 17.2% of GDP, an increase from GHS 186.5 billion (17.4% of GDP) in 2024. According to Dr. Forson, this projection is driven by non-oil revenue measures, which are expected to contribute at least 0.5% of GDP.
On the expenditure front, total spending for 2025 has been set at GH¢269.1 billion, representing 20.7% of GDP, which is a reduction from the GH¢279.2 billion (26.0% of GDP) recorded in 2024.
“Total Expenditures (Commitment) for 2025 has been programmed at GHS 269.1 billion (20.7% of GDP), down from GHS 279.2 billion (26.0% of GDP) in 2024,” the Finance Minister stated.
Decline in Primary Expenditure
A notable reduction is also observed in primary expenditure on a commitment basis, which excludes interest payments. The projection for 2025 stands at GHS 204.7 billion (15.8% of GDP), down from GHS 232.4 billion (21.7% of GDP) in 2024.
This decline reflects the government’s efforts to streamline spending while focusing on priority areas.
2025 Appropriation Total
Dr. Forson concluded that, based on the resource allocations for the 2025 fiscal year, the total appropriation for the year ending December 31, 2025, is GHS 290,971,212,435.
The budget is expected to provide a roadmap for Ghana’s economic recovery efforts, balancing fiscal consolidation with the need for economic growth and social investments.
