Transport Ministry Opens Investor Engagement for New National Airline Carrier
The Ministry of Transport has formally begun a market-sounding process and extended an open call to prospective strategic investors for the establishment of a new national airline.
In a statement released on April 28, 2026, the Minister for Transport, Joseph Bukari Nikpe (MP), said the government envisions the creation of a commercially sustainable airline headquartered in Accra, which will serve as a central hub for both regional and international air travel.
Selection framework and eligibility
The Ministry indicated that the selection of a strategic partner will be undertaken through a three-stage engagement process. Eligible applicants must be an active airline, a subsidiary of an airline, or a consortium endorsed by an operating carrier.
Applicants are required to demonstrate strong capacity in airline operations, management, and marketing, as well as solid experience in route development and network expansion. In addition, they must have a proven record of regulatory compliance and sufficient financial capability, backed by a business proposal consistent with government’s objectives.
Proposed operating model
The selected strategic partner is expected to acquire a controlling equity stake in a joint venture arrangement. The planned airline will operate three core business divisions:
A Full-Service Carrier (FSC), focusing on premium long-haul routes linking Ghana to destinations in Europe, North America, the Middle East, and Asia.
A Hybrid/Low-Cost Carrier (LCC), designed to strengthen regional connectivity while offering competitive fares.
An Integrated Cargo Division, aimed at enhancing trade logistics and freight services.
The partner will also be responsible for aircraft acquisition and fleet deployment, with operations projected to begin no later than the first quarter of 2027.
Application procedure
Interested investors are to submit detailed proposals including a company profile, preliminary expectations of collaboration with government, and an indicative business plan.
Submissions must be titled: “Request for Inclusion in the Investor Engagement Rounds: Establishment of a National Airline for Ghana” and addressed to the Ministry of Transport. The deadline for submission is May 29, 2026.
The initiative forms part of government’s renewed drive to revive a national flag carrier to improve Ghana’s aviation capacity and strengthen international connectivity.
