Guinea: African Development Bank Reiterates Willingness to Support Government in Mobilizing Domestic Resources

The African Development Bank Group confirmed during talks in Conakry that it is willing to support the Guinean government in its efforts to diversify the economy and implement core projects with a high socioeconomic impact.

The mission took part in working meetings with several members of the government, including the Prime Minister, Amadou Oury Bah, the Minister of the Economy and Finance, Mourana Soumah, the Minister of the Budget, Facinet Sylla, and the ministers responsible for the project management units funded by the Bank Group in Guinea.

In addition, the mission held working meetings with technical and financial partners, as well as civil-society and private-sector representatives. The discussions focused on three main objectives: reviewing the results of the Country Strategy Paper (CSP) 2018-2022, which was extended to 2025; identifying the lessons learned during its implementation; and exchanging ideas on the strategic directions of the new CSP and its operational programme.

During the meeting with the head of the Guinean government, Mr Barrow praised the authorities for the resilience shown by the country’s economy, despite the multiple shocks it faces. He recalled some of the flagship initiatives that had benefited from the Bank Group’s support, including financing regional integration projects in the energy and transport sectors, linking Guinea to neighbouring countries.

The Minister of the Economy and Finance, who is also the Bank Group’s governor for Guinea, expressed his gratitude to the institution for its support for development efforts in Guinea. “We are committed to improving the quality of cooperation between Guinea and the Bank Group, and we are delighted by the progress achieved in several development sectors with the Bank’s support,” said a delighted Mourana Soumah. He also asked the Bank to continue and expand its support in the country’s key development sectors, particularly energy and agriculture.

On 30 April 2025, the African Development Bank Group’s active portfolio in Guinea comprised 32 operations, with total commitments of USD 725.2 million.
