NCA launches Dispute Resolution Committee for telecom sector grievances
Customers of mobile networks and service providers in Ghana will from July 1, 2024, have a new platform to address grievances through the National Communications Authority’s (NCA) Dispute Resolution Committee (DRC). This initiative aims to mitigate sector disputes and prevent litigation that can impede business operations.
The DRC was officially launched on June 5, 2024, as a strategic move to streamline the resolution of sector grievances. Established under sections 84 and 85 of the Electronic Communications Act, 2008 (Act 775), the committee complements the NCA’s existing Customer Complaints Centre, endowed with limited powers similar to those of the High Court. Its primary function is to resolve disputes involving network operators, service providers, utility providers, and consumers.
Okatakyie Ababio Boakye Danquah II, the NCA Board Chair, highlighted the committee’s role in advancing Ghana’s digitalization agenda by facilitating swift conflict resolution.
“The establishment of this committee will act as a vital mechanism for the swift resolution of disputes, furthering our goal of a seamless digital environment,” he stated during the launch event.
Dr. Joe Anokye, the Director General of the NCA, expressed confidence in the committee’s mandate, emphasizing its potential to maintain sector harmony through efficient and fair dispute resolution.
“We believe this committee will significantly contribute to maintaining harmony within the telecommunications sector by addressing issues efficiently and impartially,” Dr. Anokye noted.
Patrick Anim Boateng, the committee’s Chairman, assured stakeholders of the DRC’s impartiality and commitment to consumer interests. “Our committee is dedicated to remaining unbiased and focused on the interests of consumers, ensuring that every decision we make is just and equitable,” Mr. Boateng affirmed.
This initiative marks a significant step in Ghana’s efforts to enhance regulatory frameworks within the telecommunications sector, promoting a balanced and consumer-friendly digital landscape. The DRC is expected to act as a buffer, ensuring that disputes are resolved before escalating to the judiciary, thus preserving business continuity and consumer satisfaction.
The establishment of the DRC reflects a proactive approach by the NCA to address the growing complexity of telecommunications and digital services in Ghana. As the nation continues to embrace digitalization, the committee’s role in mitigating conflicts and ensuring a stable regulatory environment becomes increasingly critical.
