SML Challenges Basis of Contract Termination by President Mahama 

Strategic Mobilisation Ghana Limited (SML) has submitted a comprehensive response to President John Dramani Mahama regarding his directive to terminate all contracts between the company, the Ministry of Finance, and the Ghana Revenue Authority (GRA).

The directive, issued through a letter signed by the Secretary to the President, Dr Callistus Mahama, followed the conclusion of an investigation by the Office of the Special Prosecutor (OSP), which cited procurement irregularities, contractual overreach, and questioned the necessity of SML’s engagement.

Speaking to journalists in Accra on Friday, November 7, SML’s solicitor, Cephas Boyuo, said the company’s submission contained extensive documentary evidence responding to each paragraph of the OSP report that informed the President’s termination order.

“Earlier this afternoon, we delivered a comprehensive response to the President on his directive for the contract between the Ministry of Finance, GRA, and SML to be terminated, which hinged largely on the report of the OSP,” Mr Boyuo said.

He explained that the response had also been copied to the Attorney-General, adding that SML’s documents provided clarity on what the company described as misrepresentations in the report.

“In the letter submitted to the President and also to the Attorney-General, we provided documentary evidence to each and every paragraph and elaborated on the true and accurate picture of the GRA–Ministry of Finance–SML contract,” he stated.

Mr Boyuo expressed confidence that a review of the materials would enable the President and the Attorney-General to make a fair and independent assessment of the issues surrounding the contract.

“We are confident that a review of the documents presented to the President and the Attorney-General would help them appreciate the matters and form a fair, independent opinion on the termination directive,” he added.

The President’s directive marks a significant development in the controversy surrounding SML’s multi-year revenue assurance contracts with the GRA and the Ministry of Finance, which have faced scrutiny over alleged irregularities in procurement and implementation.
