  • Tema Industrial Project to Anchor Ghana’s Push for Value-Added Manufacturing

Ghana has launched construction of the Tema Integrated Industrial Park, a flagship industrial project expected to create more than 4,000 direct jobs as the government intensifies efforts to shift the economy towards manufacturing-led growth.

The project forms part of the government’s broader 24-Hour Economy agenda and is expected to support industrial expansion, export processing, logistics, warehousing and value-added production within the Tema industrial enclave.

Speaking at the sod-cutting ceremony, Minister for Trade, Agribusiness and Industry, Elizabeth Ofosu-Adjare, described the park as a strategic investment in Ghana’s industrial future.

She said the Tema Integrated Industrial Park would help deepen value addition, reduce import dependence and expand export-oriented manufacturing, while positioning the country to take advantage of opportunities under the African Continental Free Trade Area.

The project is being developed through a public-private partnership involving TDC Ghana Limited, the Ghana Integrated Aluminium Development Corporation and ARISE Integrated Industrial Platforms.

Located near the Port of Tema, the industrial park is expected to leverage the country’s largest seaport, existing transport links and the wider Tema manufacturing base to attract domestic and international investors.

The park will serve as a dedicated platform for manufacturing, logistics, warehousing and export processing, providing businesses with infrastructure and an integrated operating environment to support production and trade.

Government officials say the initiative reflects a deliberate attempt to move Ghana beyond its traditional role as an exporter of raw materials towards a more diversified economy anchored on processing, manufacturing and regional trade.

For policymakers, the location of the park is central to its strategic value.

Tema already hosts some of Ghana’s most important industrial and logistics assets, including the port, manufacturing plants, warehouses, energy infrastructure and road networks linking the capital to major domestic and regional markets.

By situating the industrial park within this enclave, government expects to reduce logistics bottlenecks, improve access to export markets and support industries that depend on efficient transport and supply chain systems.

The project is also expected to stimulate wider economic activity beyond the direct jobs created within the park.

Manufacturing parks typically generate indirect employment through supplier networks, transport services, maintenance, packaging, security, retail, food services and other support activities.

This means the economic impact of the Tema Integrated Industrial Park could extend beyond the 4,000 direct jobs projected, particularly if the park succeeds in attracting anchor tenants and export-oriented manufacturers.

To reinforce the investment environment, the government has approved four sector-specific manufacturing policies covering textiles and garments, pharmaceuticals, automotive components and agribusiness.

The policy framework is expected to provide regulatory clarity, encourage long-term investment and support priority sectors where Ghana sees potential for job creation, import substitution and export growth.

The focus on textiles and garments is significant because of the sector’s labour-intensive nature and its potential to absorb young workers.

Pharmaceutical manufacturing is also seen as a strategic area, particularly as African countries seek to strengthen local production capacity and reduce dependence on imported medicines.

Automotive components could support Ghana’s emerging vehicle assembly and mobility value chain, while agribusiness remains central to value addition in agriculture, food processing and rural industrialisation.

The Tema Integrated Industrial Park is therefore being positioned not merely as a real estate development, but as part of a wider industrial policy intervention.

Its success will depend on whether the park can deliver reliable infrastructure, competitive operating costs, clear regulations, efficient customs processes, access to finance and strong investor facilitation.

Industrial parks can play a major role in economic transformation when they are linked to national production priorities and export markets.

However, they require disciplined implementation, strong governance and continuous investor engagement to avoid becoming underutilised infrastructure.

For Ghana, the project comes at a time when the country is seeking to rebuild private sector confidence, expand exports and create jobs in productive sectors.

The 24-Hour Economy agenda has placed renewed attention on industrialisation, extended production cycles, logistics efficiency and the need to create conditions for businesses to operate beyond conventional working hours.

The Tema park is expected to support that agenda by offering a structured industrial environment where firms can scale production, improve output and connect more efficiently to domestic and external markets.

Mrs Ofosu-Adjare said the government remains committed to creating the conditions for manufacturing to become a stronger driver of growth.

She noted that industrialisation must help create jobs, expand Ghana’s productive base and strengthen the country’s competitiveness within the regional market.

The AfCFTA opportunity makes the project particularly important.

With the continental free trade area headquartered in Accra, Ghana has positioned itself as a gateway for trade and investment in Africa. But to benefit fully, the country must develop the productive capacity to manufacture and export goods at scale.

The Tema Integrated Industrial Park is expected to contribute to that objective by supporting firms that can produce for both the domestic market and the wider African market.

Beyond job creation, the project also aligns with Ghana’s ambition to retain more value from its natural resources and agricultural output.

By promoting manufacturing and processing, the park could help reduce the export of raw materials and increase the production of finished or semi-finished goods.

That shift is important for export diversification, foreign exchange earnings and economic resilience.

The involvement of GIADEC also points to potential linkages with Ghana’s integrated aluminium development agenda, particularly if the park attracts manufacturers that use aluminium and related inputs.

Such linkages could support downstream industrialisation and deepen value chains around locally available resources.

For the private sector, the project offers a potential platform for expansion, especially for firms seeking serviced industrial land, logistics access and proximity to the Port of Tema.

For government, it represents a test of its ability to translate industrial policy into bankable infrastructure and real jobs.

The launch of the Tema Integrated Industrial Park therefore signals a renewed push to make manufacturing central to Ghana’s economic transformation.

If implemented effectively, the project could strengthen the country’s industrial base, attract investment, support export diversification and create thousands of jobs across the manufacturing and logistics value chain.

The challenge now is to ensure that the park moves from sod-cutting to delivery, with the infrastructure, tenants and policy support needed to make it a true anchor of Ghana’s manufacturing-led growth agenda.
