Ghana Shippers’ Authority Waives Time-Related Charges for Delayed Cargoes Amid ICUMS Downtime

Shippers and other stakeholders that have incurred costs due to the downtime of the Integrated Customs Management System (ICUMS) will not be liable for the time-related charges occasioned by delays in delivery and clearance of cargo at the ports.

This is according to a statement issued by the Ghana Shippers’ Authority (GSA) on Friday, October 25, 2024.

“Where it is established that a shipper or other stakeholder incurred cost as a result of the downtime on ICUMS over the past two days and any other additional days that the downtime persists, the shipper or stakeholder shall not be required to pay those charges,” the statement read.

“In the meantime, we entreat all affected stakeholders especially Shippers to remain calm as we confer with the experts on the quickest and most effective way to resolve the challenge conclusively,” the statement added.

The ICUMS system which experienced some technical difficulty on Wednesday, October 23, 2024, has adversely impacted the entire shipping value chain resulting in delays in delivery and clearance of cargoes at various ports across the country.

The technical difficulty has, however, been rectified according to a recent statement by Ghana Link Network Services, operator of the ICUMS system.
