Communications Minister to Table Anti-Misinformation Bill by December, Assures Protection of Free Speech

The Minister for Communications, Digital Technology and Innovations, Samuel Nartey George, has given assurances that the impending Anti-Misinformation and Disinformation Bill will safeguard freedom of expression while equipping the government with the necessary legal tools to combat the rising menace of digital falsehoods.

Addressing journalists at a press briefing in Accra, Mr. George stressed that the proposed legislation—currently under internal review and expected to be laid before Parliament in its next session—seeks to curb the deliberate spread of misinformation, particularly on social media, without compromising Ghana’s democratic values.

“This bill is not an attack on free speech. It is a strategic response to the rise in coordinated misinformation that threatens public safety, trust in institutions, and national unity,” he noted.

The Minister explained that the legislation will establish a clear legal framework empowering statutory bodies to act decisively against the malicious use of digital platforms. In addition, it will promote digital literacy and responsible online conduct among citizens.

With a target passage date set for December 2025, the bill is expected to undergo Cabinet approval before being tabled in Parliament. The government believes the proposed law is critical in addressing the growing impact of false information on social cohesion, public health, and national security.

In a related development, Mr. George announced that Ghana has secured the hosting rights for the 2025 Global Entrepreneurship Festival, scheduled for November. The prestigious event is expected to attract over 10,000 participants from more than 70 countries, including venture capitalists, angel investors, technology entrepreneurs, and industry leaders.

According to him, the festival forms part of broader government efforts to position Ghana as a premier hub for innovation and investment on the African continent. The event is also anticipated to create significant economic and networking opportunities for Ghanaian startups and innovators.

“The government remains committed to building a secure, open, and digitally empowered society where both innovation and accountability can thrive,” Mr. George stated.
