  • Eni Ghana Partners AICS to Support Education, Health, WASH and Agriculture Initiatives

Eni Ghana has signed a Letter of Intent with the Italian Agency for Development Cooperation, AICS, to explore strategic partnerships aimed at advancing sustainable development initiatives in Ghana, particularly in communities connected to the company’s operations.

The agreement, signed in Accra on June 15, 2026, is expected to provide a framework for both institutions to mobilise resources, strengthen collaboration and implement development projects that support inclusive growth and long-term community resilience.

The areas of cooperation identified under the Letter of Intent include education, technical and vocational education and training, agriculture and value chain development, water, sanitation and hygiene, community health, nutrition, food security and broader economic diversification initiatives.

The parties also indicated that additional areas of collaboration may be identified over time as community needs and development priorities evolve.

Speaking at the signing ceremony, Managing Director of Eni Ghana, Maurizio Pinna, said the agreement reflects the company’s commitment to delivering measurable impact in its host communities.

“This Letter of Intent reflects our unwavering commitment to the communities where we operate,” he said.

“Partnering with AICS allows us to align our efforts with the UN 2030 Agenda and deliver meaningful, lasting impact; from vocational training to clean water access. We look forward to what this collaboration will achieve for the people in our host communities and beyond.”

The collaboration is expected to contribute to the achievement of the United Nations 2030 Agenda for Sustainable Development by aligning private sector social investment with international development cooperation priorities.

For Eni Ghana, the agreement adds to the company’s existing portfolio of community development initiatives in training, economic diversification, water and sanitation, and improved access to energy.

For AICS, the partnership strengthens Italy’s development cooperation footprint in Ghana, which has become increasingly important within Italy’s Africa-focused development agenda.

Eni has been present in Ghana since 2009 through offshore hydrocarbon exploration and production activities.

The company currently reports equity production of approximately 40,000 barrels of oil equivalent per day and operates the Offshore Cape Three Points, OCTP, project with a 44.4% interest.

Its partners in the project are Vitol, with 35.6%, and the Ghana National Petroleum Corporation, with 20%.

The OCTP project remains one of Ghana’s most important upstream energy assets, contributing significantly to domestic gas supply for power generation.

According to Eni Ghana, the project helps meet approximately 70.00% of Ghana’s gas demand for power generation, making it a critical part of the country’s energy security framework.

Beyond oil and gas production, the OCTP joint venture has implemented development projects in communities, particularly in areas linked to training, livelihood support, economic diversification, water and sanitation.

The new collaboration with AICS is expected to deepen that social investment approach by combining Eni Ghana’s operational presence and community experience with the development cooperation mandate and technical expertise of the Italian agency.

AICS expanded its presence in Ghana in March 2021 when its Ouagadougou office assumed technical responsibility for the country.

This was followed by the opening of an office in Accra in December 2021.

Since 2024, Ghana has been recognised as a priority country for Italian Development Cooperation.

Italy’s cooperation framework in Ghana is structured around three main pillars: education, vocational training and decent work; health; and agri-food ecosystems.

These focus areas align closely with the sectors identified in the Letter of Intent signed with Eni Ghana.

The emphasis on technical and vocational education and training is particularly significant as Ghana continues to prioritise skills development, youth employment and industry-linked training.

TVET programmes are increasingly seen as essential to addressing unemployment, improving employability and supporting local participation in sectors such as energy, agriculture, construction, manufacturing and services.

The agriculture and value chain component of the agreement is also expected to support efforts to improve livelihoods, strengthen food security and promote local enterprise development.

In many resource-host communities, economic diversification is seen as critical to reducing overdependence on extractive-sector activity and creating opportunities beyond direct employment in oil and gas operations.

The inclusion of water, sanitation and hygiene also reflects the central role of basic services in community wellbeing.

Access to clean water and improved sanitation remains a major development priority in many communities, with direct implications for health, education, productivity and quality of life.

Community health, nutrition and food security interventions under the partnership could further support vulnerable households and strengthen resilience in host communities.

Analysts say partnerships of this nature are increasingly important as expectations around corporate social responsibility shift from fragmented donations to coordinated, measurable and development-aligned programmes.

For energy companies operating in developing economies, community investment is now closely tied to social licence, stakeholder trust and long-term project sustainability.

The collaboration between Eni Ghana and AICS therefore reflects a broader trend in which private sector players, development agencies and local stakeholders are working together to deliver more structured social impact.

The Letter of Intent is not merely a statement of goodwill. It provides a platform for identifying projects, mobilising resources and jointly implementing initiatives that can deliver practical outcomes for communities.

The strength of the partnership will ultimately depend on the quality of project selection, community participation, transparency, monitoring and long-term sustainability.

If effectively implemented, the collaboration could help strengthen livelihoods, improve access to basic services and support skills development in communities where Eni Ghana operates.

It could also provide a model for how energy-sector investment can be linked more directly to sustainable development outcomes.

For Ghana, the agreement comes at a time when the country is seeking to attract and retain responsible investment that supports both economic growth and social development.

The energy sector remains critical to national development, but communities increasingly expect companies operating in the sector to contribute meaningfully to local development beyond production and revenue generation.

By partnering with AICS, Eni Ghana is seeking to align its community investment agenda with broader development cooperation frameworks and the UN Sustainable Development Goals.

The partnership also strengthens Ghana-Italy cooperation in practical areas that directly affect households, workers, young people and local enterprises.

As the parties move from intention to implementation, the key test will be whether the collaboration delivers visible, measurable and lasting impact in the communities it is designed to serve.

For now, the signing of the Letter of Intent marks a fresh step in Eni Ghana’s effort to deepen its development footprint and strengthen partnerships that support inclusive growth in Ghana.
