IES Commends TOR Management on Successful Resumption of Crude Oil Refining Operations
The Institute for Energy Security (IES) has congratulated the management of the Tema Oil Refinery (TOR), led by Managing Director Edmond Kombat (Esq), following the successful resumption of crude oil refining operations after several years of inactivity.
In a statement, the energy policy think tank described the restart of refining operations as a historic milestone that goes beyond the revival of TOR’s facilities, noting that it represents the reactivation of a critical national asset and a major turning point for Ghana’s downstream petroleum sector.
IES highlighted the successful completion of the Turnaround Maintenance on the Crude Distillation Unit, the attainment of full regulatory clearance, and the structured roadmap towards restoring and expanding TOR’s nameplate capacity as clear indicators of strong leadership, technical competence and disciplined execution.
According to the Institute, Mr Kombat’s stewardship during the complex revival process demonstrated “exceptional resolve, professionalism and commitment to national service,” adding that TOR’s return to operations reinforces Ghana’s energy security and reduces the country’s exposure to downstream supply risks.
The Institute further commended TOR’s management and staff for their commitment to safety, regulatory compliance and operational sustainability, as well as the clear medium-term vision outlined for stabilising operations and scaling up capacity.
“These achievements underscore what is possible when policy direction, technical rigour and institutional leadership converge,” the statement said.
IES expressed confidence that TOR’s renewed operations would deliver lasting benefits to Ghana’s energy security, industrial growth and economic resilience, and pledged its continued support as the refinery progresses.
